about our research-based model for EPSDT "Behavioral Health Rehabilitation Services"

Special Announcement:  On November 21st IBC will host a conference for parents and professionals at the Eden Resort in Lancaster, Pennsylvania to explain the Medicaid funding system for Behavioral Health Rehabilitation Services (BHRS, often mistakenly called "wraparound" services in Pennsylvania) and describe how Medicaid funding for necessary treatment services for children can be easily and consistently obtained, how to identify the components and characteristics of excellent behavioral treatment services, and how to retain Medical Assistance (MA) funding for needed behavioral treatment services until the treatment plan is finished.  The keynote address will be by Dr. Robert Cormany, Executive Director of the Pennsylvania Association of Pupil Services Administrators (PAPSA).  This information was presented to an enthusiastic audience at the bi-annual Training Institutes in Nashville in July, along with outcome research at the University of North Carolina at Chapel Hill on more than 300 individual treatment plans for children with Autism spectrum disorders, ADHD and other conditions that found our treatment model to be associated with substantial behavioral change in children and worthy of further study.

A short summary of what we do:

Since 1997, we have been providing "Behavioral Health Rehabilitation Services" (BHRS) funded by the EPSDT program of Medicaid under the direct supervision of licensed professional psychologists in the Southeastern region of Pennsylvania (Philadelphia, Chester, Delaware and Montgomery counties).  These services are available to any Pennsylvania child who has a diagnosed mental disability, regardless of family income.

Our services are like "wraparound," but more professionally controlled.  If a child needs Behavior Specialist Consultation services, Mobile Therapy or Therapeutic Staff Support (TSS) services to address behavioral difficulties at home, in school or in the community, our staff can probably help.  In addition to thorough psychodiagnostic evaluations, we can provide school-related evaluations and consultations by PA Certified School Psychologists.  We conduct Medicaid eligibility evaluations for Pennsylvania children who have mental disabilities, also at no cost to families, regardless of income.

Our treatment staff collect outcome data on all of our BHRS treatment programs every week (parental assessment of progress), and modify the child's treatment program accordingly.  Over the past seven years, we have monitored more than 500 treatment plans and posted an average "success" rate of 79% (reducing target behavior or stabilizing deteriorating behavior patterns), addressing physical aggression, safety issues, noncompliance with adult prompts, socialization deficits and communication deficits in children between the ages of 2 and 19 diagnosed with Autism spectrum disorders, ADHD and other conditions.

We hire employees, not 1099 "subcontractors" and train them more carefully than any other provider.
