about our research-based model for EPSDT "Behavioral Health Rehabilitation Services"

Special Announcement:  On November 21st IBC will host a conference for parents and professionals at the Eden Resort in Lancaster, Pennsylvania to explain the Medicaid funding system for Behavioral Health Rehabilitation Services (BHRS, often mistakenly called "wraparound" services in Pennsylvania) and describe how Medicaid funding for necessary treatment services for children can be easily and consistently obtained, how to identify the components and characteristics of excellent behavioral treatment services, and how to retain Medical Assistance (MA) funding for needed behavioral treatment services until the treatment plan is finished.  The keynote address will be by Dr. Robert Cormany, Executive Director of the Pennsylvania Association of Pupil Services Administrators (PAPSA).  This information was presented to an enthusiastic audience at the bi-annual Training Institutes in Nashville in July, along with outcome research at the University of North Carolina at Chapel Hill on more than 300 individual treatment plans for children with Autism spectrum disorders, ADHD and other conditions that found our treatment model to be associated with substantial behavioral change in children and worthy of further study.

Mobile Therapist

A graduate of Rutgers University and West Chester University, Brian currently attends LaSalle University where he is pursuing his Doctoral degree in psychology.  He has specialized in assisting children with Autism and PDD through the use of Greenspan's DIR model and provides mentoring to novice Behavior Specialists.

Cappo, John

Clinical Coordinator

Behavior Specialist Consultant

John has been working in the BHRS field since 2002, with Youth Advocate and New Hope, and with IBC since 2004.  He has worked in residential treatment as a Unit Aide and as a Client Therapist in juvenile probation as well.  John has a Masters degree in Counseling and Human Services from Lehigh University.  He works closely with the Executive Director to coordinate staffing with new initiatives.

Dr. Donoghue is licensed to practice psychology in Pennsylvania and New York and has specialized in work with children for more than a decade.  She performs diagnostic psychological evaluations throughout Chester County and gives individual supervision to BSC and MT providers each week.

Founder & Clinical Director of the Children's Behavioral Health Center

Licensed Psychologist, Certified School Psychologist

BHRS Supervisor, IBC Human Resources Director

Founded the Institute for Behavior Change, the Network for Behavior Change and the Children's Behavioral Health Center.  Masters degree in clinical psychology from Fairleigh Dickinson University (NJ) in 1977.  Licensed Psychologist in 1981.  Certified School Psychologist in 1984.  For more than thirty years, Steve has specialized in helping children with developmental difficulties, including autism, and is recognized widely as an expert diagnostician and behavioral treatment specialist with extensive experience in the Medicaid EPSDT - BHRS system.

Matthew graduated from Penn State University in 2004 with a BA in Psychology and from West Chester University in 2006 with a MA in Clinical Psychology.  His research interests include therapeutic uses of humor and methods of teaching psychology.  He teaches Psychology and is on the faculty of Wilmington College in Delaware and serves as a mentor to Behavior Specialists and Mobile Therapists at the Institute.

Behavior Specialist, Program Specialist, Mobile Therapist

Edward received his Bachelors degree from George Mason University and a Masters degree from Immaculata University.  He is currently enrolled in the Psy.D. program at Immaculata University.  His primary areas of interest are diagnostic assessment procedures, Autism and ADHD in children.  With six years' experience in residential treatment in addition to his experience as a Behavior Specialist, Program Specialist and Mobile Therapist, he aspires to work at a Wellness Center.

With a BA in psychology from Elizabethtown College and a Masters degree in Clinical and Counseling Psychology from Chestnut Hill College with a specialization in child and adolescent therapy, Melissa has wide-ranging interests and abilities in the child and adolescent treatment field.  She provides oversight and mentorship to Behavior Specialists regarding clinical writing skills and assures that Treatment Plans and other documents are well-written, thorough and that they always meet the Institute's high standards.

Adrian received his Masters degree at the University of Ulster in Northern Ireland and joined the IBC staff in November of 2007.  His areas of interest include the therapeutic effects of giving and receiving love, the effects of emotional deprivation on individual psychological health, and affirmation therapy.  He aspires to become licensed as a professional counselor in Pennsylvania.

Michelle oversees the Progress Note documentation process throughout the Institute and gives immediate feedback to staff to improve their documentation skills.  She actively involved in intensive training in the field of Verbal Behavior and is widely respected for her skills and abilities as a trainer of staff who provide TSS services to children, especially those with Autism Spectrum Disorders.
