The Institute for Behavior Change
was founded in 1997 by licensed psychologist and Certified School
Psychologist Steven Kossor to recruit and train providers of in-school and in-home psychological
treatment and behavioral support for children and adolescents in
Southeastern Pennsylvania. Our staff have delivered these services to more
than 500 children throughout Chester, Delaware, Montgomery and Philadelphia
counties. We currently employ more than 70 staff, including five Licensed
Psychologists and a Certified School Psychologist. The Institute is
a training site for aspiring Board Certified Behavior Analysts,
Licensed Professional Counselors, Licensed Psychologists, Licensed Clinical
Social Workers, and other mental health professionals.
Our senior professional staff have specialized in the
treatment of children with developmental disabilities, including autism,
since 1977. The innovative community-based psychological service
delivery model that Mr. Kossor created in 1981 to deliver psychological
services and behavioral support to children (and that we continually refine
and develop) was cited as a "comprehensive and efficient" treatment modality by the
President's New Freedom Commission on Mental Health
in 2003.
Mr. Kossor has been recognized for his leadership in the field of
children's mental health by the US Congress and both houses of the
Pennsylvania legislature and created

We teach the use of evidence-based practices, how to monitor treatment outcomes on an ongoing
basis, and how to conduct research to develop new and effective behavioral
intervention strategies and techniques. Mr. Kossor has been an Advisor
to the National Wraparound Initiative since 2006 and has presented
the Institute's outcome research methodology at national conferences,
including the 2007 annual conference of the Center for School Based Mental Health Services
and has presented information about funding mental health treatment for
children at the prestigious bi-annual Training Institutes conference:
Our most recent study of nearly 1,000 treatment records shows a 74% to 86% success rate (based on parental assessment of
progress) across five major behavioral domains (Physical Aggression,
Safety Awareness, Communication Deficits, Socialization Deficits and
Noncompliance with Adult Prompts) in children from age 2 through 17
between 2002 and 2008, with comparable results for girls and boys, and for
children with Autism, ADHD, Conduct Disorders and Developmental Disorders.
The average percentage of successful treatment outcomes after just four
months in children whose behavioral
profiles were deteriorating was 79% when researchers at the
University of North Carolina at Chapel Hill independently analyzed
our treatment outcome data and found our treatment model to be
promising (see the Press Release & data here).
